The Charlottesville-Albemarle Metropolitan Planning Organization (CA-MPO) is in the process of developing the Fiscal Year 2027–2030 Transportation Improvement Program (TIP). The TIP is a federally required document that programs transportation projects receiving federal and state funding within the MPO planning area
In compliance with its Public Participation Plan, the Charlottesville-Albemarle Metropolitan Planning Organization (CA-MPO) is providing notice of two amendments to the adopted FY24-27 Transportation Improvement Program. Both amendments are reflected in the document as Amendment #12 and Amendment #13, available at
MPO Policy Board, MPO Technical Committee, Citizens Transportation Advisory Committee, and the Charlottesville Albemarle Regional Transit Authority.
The MPO is the region’s transportation policy body, when it comes to federally funded projects. As is required by statute, the MPO carries out a continuing, cooperative and comprehensive transportation planning process for the City of Charlottesville and the urbanized areas of Albemarle County that surrounds the City.
The MPO Technical Committee consists of planning staff from State agencies and local departments, to provide a technical perspective to transportation. The Committee reviews and develops plans for consideration by the MPO Policy Board. It analyzes proposals for technical feasibility and can help implement proposals after adoption by the MPO or a locality.
The Citizens Transportation Advisory Committee is the designated citizen’s committee of the MPO. This group reviews, comments, and recommends ideas on transportation plans, programs, studies and other appropriate documents. CTAC raises transportation issues and concerns from their communities. These recommendations go on to advise and aid the MPO Policy Board in their decision-making.
The governing board is comprised of two Charlottesville Council members, two Albemarle County Commissioners, and one commissioner from each other county; other members are represented by non-voting members. There is no provision in the current CARTA legislation for funding; public funding would need to come from federal, commonwealth, and local funds.
